  269. Overview:
  270.      Civil war since 1990 has destroyed much of Liberia's economy,
  271.      especially the infrastructure in and around Monrovia. Businessmen have
  272.      fled the country, taking capital and expertise with them. Many will
  273.      not return. Richly endowed with water, mineral resources, forests, and
  274.      a climate favorable to agriculture, Liberia had been a producer and
  275.      exporter of basic products, while local manufacturing, mainly foreign
  276.      owned, had been small in scope. Political instability threatens
  277.      prospects for economic reconstruction and repatriation of some 750,000
  278.      Liberian refugees who have fled to neighboring countries. The
  279.      political impasse between the interim government and rebel leader
  280.      Charles Taylor has prevented restoration of normal economic life,
  281.      including the re-establishment of a strong central government with
  282.      effective economic development programs.
